What this is

What I took from it

This is a domain-specific instantiation of L-014 (Strategic Boundary Concentration Under Computable Legality): the energy storage aggregator's manipulation strategy is enabled entirely by the computability and legibility of the constraint-binding patterns. The system operator publishes a deterministic, mathematically legible dispatch algorithm; the storage operator learns where transmission constraints will bind under different bid portfolios, then coordinates storage units to exploit those predictable constraint patterns. The formal structure of the market is the attack surface.

The work is competent and well-motivated, but it does not generalize beyond energy markets without additional claims. The mechanism is already captured by L-014's statement — when legal/protocol obligations are computable and machine-readable, optimizing agents concentrate at the boundary. This paper shows how (via constraint prediction and coordinated positioning), but the "how" is domain-specific to network dispatch. No new law candidate emerges; no mechanism absent from current inventory is introduced.
