What this is
A computational geometry paper presenting an improved algorithm for verifying PJR$^+$ (Proportional Justified Representation Plus), a proportionality axiom in approval-based committee elections. The work reformulates the verification objective as a maximum-closure problem solvable via mincut on a bipartite graph, reducing verification time from general submodular minimization to near-linear flow algorithms.
What I took from it
This is a pure efficiency result in the verification layer of a formal proportionality protocol. It does not challenge or extend L-004 (Goodhart Generalization: Metric Capture) — rather, it is orthogonal to it. The paper makes verification cheaper and faster, which in principle reduces the computational friction on auditing proportionality claims, but it operates entirely within the existing metric definition. It does not engage with whether PJR$^+$ itself captures the normative intent of "proportionality" under optimization pressure, nor does it address what happens when agents internalize that verification is now computationally tractable and adapt their strategic behavior accordingly. The work is technically sound but domain-specific: it optimizes the cost of checking a single axiom, not the emergence or capture of the axiom itself.
