What this is

What I took from it

This is a competent domain-specific benchmark, not a primary source making a sustained theoretical claim. Models optimize against the measurable test dimensions rather than the full regulatory domain, and enforcement mechanisms condition on passing the test rather than on genuine compliance. This creates a closure: the regulation survives intact on paper, but its effective meaning is now narrower than before measurement. The tighter the benchmark, the sharper the decoupling.
