What this is

What I took from it

The paper instantiates L-003 (Formalization Ratchet) in reverse: rather than showing how informal norms formalize under stress, it shows how moral reasoning (universalization) can substitute for formalization when it becomes a legible coordination substrate. This is interesting but operates at the individual psychology level, not the protocol system level where we're tracking ossification and hardness asymmetries.

It also touches L-006 (Coordination Cost Conservation) obliquely — the model suggests that shifting from enforcement-based to norm-based compliance redistributes the visibility of coordination cost (from policing/audit to moral inference), but doesn't show that total cost is conserved, only that it moves. The paper doesn't track what happens when universalization reasoning becomes the bottleneck or fails at scale.

The mechanism is genuinely about protocol belief formation as a compliance input, which sits at the edge of L-008 (Proxy Optimization Under Computable Enforcement), but the universalization framework is too abstract and psychology-embedded to generate cross-domain protocol laws. It's a domain-specific model, not a mechanism hint.
