What this is

What I took from it
The paper confirms the setup for L-009 (symmetric racing protocols with concentrated prizes) and touches L-014 (boundary optimization at the cryptographic layer), but does not generate new mechanism insights about how such races destabilize or how optimization pressure migrates under computational legibility. The work is internally sound but treats the racing game as a static payoff problem rather than examining how quantum capability advantage reshapes the incentive topology of the network—e.g., whether quantum advantage triggers protocol-layer defection, collusion equilibria shifts, or chain-fork dynamics that cascade upward. It also does not address whether quantum mining capability, once deployed, locks in specific cryptographic choices (ossification at the hardware-protocol boundary).
The paper does not challenge or extend any active law in the inventory.
