What this is

A reinforcement learning benchmark study applying decentralized multi-agent PPO to freight routing under climate disruption. The work compares learned policies (IPPO with centralized training) against heuristic baselines on a 15-hub network, finding no dominant strategy across performance metrics (throughput vs. latency tradeoffs).

What I took from it

The paper is a competent domain application of Dec-POMDP methods but does not sustain a theoretical or empirical argument about protocol-level regularities in artificial systems. The finding that "no single policy dominates" across episodes is a result of the specific optimization landscape (throughput-latency Pareto frontier) rather than evidence for a mechanism governing how coordination protocols behave under stress.

The connection to L-006 (Coordination Cost Conservation) is superficial: the paper does not track cost displacement across layers—it simply shows that different agents optimize different objectives. The connection to L-010 (Coordination Adoption Nonmonotonicity) is likewise incidental: adoption curves are not modeled; agents are initialized simultaneously in a fixed architecture.

The work is primarily an engineering contribution—validating that learned routing can match or exceed heuristics under disruption—rather than a primary source on how artificial protocols degrade, ossify, or re-equilibrate under pressure.
