What this is

A tool paper presenting an open-source implementation of an interior point solver for mixed complementarity problems (MCPs) that arise in multi-agent optimization and noncooperative game equilibrium computation. The contribution is computational efficiency and accessibility, not theoretical insight into protocol behavior or mechanism design.

What I took from it

This is a solver infrastructure paper, not a theoretical analysis of multi-agent coordination or protocol dynamics. While MCPs are a formalization of multi-agent equilibrium problems, the paper does not investigate how the choice of solver, computational formalization, or access barriers shape protocol adoption, ossification, or coordination dynamics. The open-source release may reduce computational barriers to MCP-based protocol design, but this is a material fact about tooling, not a generative mechanism for protocol behavior. The triage note's connection to L-006 and L-001 assumes that "embedding a solver into protocol structure" is itself a phenomenon worth tracking — but the paper provides no evidence of such embedding, nor does it theorize how solver choice or formalization might drive ossification. It is a competent engineering contribution that may be useful infrastructure for researchers designing multi-agent protocols, but it does not directly illuminate any law of protocolized systems.
