What this is

What I took from it

The paper is essentially engineering this displacement—demonstrating it works in simulation—but treats the displacement itself as orthogonal to its contribution. It does not investigate whether this layer-shift produces second-order effects: does the move from infrastructure-level to vehicle-level control change the type or distribution of failure modes? Does it alter coordination incentives? Does it shift where strategic gaming concentrates?
