What this is

What I took from it
This is a technical narrowing rather than a law-bearing broadening. The paper explores how mechanism design responds when the objective function is shifted (from value to welfare to utility), but within a tightly bounded domain (procurement auctions with budget constraints). The core finding appears to be that different objectives yield different dominant-strategy-truthful mechanisms with different approximation guarantees.
L-006 (Coordination Cost Conservation) would predict that if a mechanism shifts from maximizing buyer value to maximizing welfare, the total coordination cost paid by participants (including the buyer) would remain conserved—cost would migrate across layers rather than disappear. The paper does not investigate whether such migration occurs or how it distributes. It treats each objective independently rather than asking whether the protocol system as a whole maintains invariant cost structure across objective reframing.
This is competent game theory applied to a natural problem, but it does not sustain a cross-domain argument about how protocol systems behave under objective drift, nor does it provide mechanism-level evidence for or against the coordination cost conservation hypothesis.
