What this is

A systems paper proposing FedAgentKE, a federated learning framework for sharing learned semantic knowledge across heterogeneous LLM-based agents without centralizing agent state. The work addresses fragmentation of reasoning artifacts and tool-use patterns across isolated agent systems by enabling cross-framework knowledge transfer through a lightweight coordination layer.

What I took from it

This is a competent engineering contribution addressing a real scaling problem — agent knowledge is indeed siloed — but the paper operates entirely within the optimization frame: how to move learned representations across agent boundaries without loss. It does not investigate what happens to interpretability, governance auditability, or institutional meaning when knowledge that was locally grounded and traceable becomes federated and opaque.

The paper assumes that semantic knowledge can be abstracted from its originating agent context and re-embedded in heterogeneous agents without drift in meaning or validity. This is exactly where L-015 (Interpretive Continuity Decay) predicts trouble: formal audit traces of federated knowledge evolution may survive intact while the institutional or semantic frame that made those knowledge artifacts meaningful to their original validators erodes. The system does not appear to preserve or track the interpretive context in which a tool use pattern or reasoning artifact was validated — only its syntactic form.

Over time, agents optimize against the portable semantic form without reference to the original validation frame, leading to silent divergence between the formal meaning of the artifact and its operational safety or correctness assumptions. This occurs even when audit trails record the full lineage of the federated knowledge artifact.
