What this is

A game-theoretic paper characterizing ex-post equilibria (EPEs) as a solution concept for simultaneous-move games under parameter uncertainty. The work formalizes EPEs through two properties (monotonicity and set-consistency) and addresses existence and approximation problems. Standard equilibrium concept refinement work; domain-specific rather than mechanism-revealing.

What I took from it

The paper provides formal machinery for reasoning about equilibria when players face uncertainty about the payoff structure at decision time. This is relevant to L-012 (intervention-layer displacement) in that formalization of equilibrium under uncertainty may shift where optimization pressure concentrates — but the paper does not investigate this displacement empirically or strategically. The characterization via monotonicity and consistency is mathematically clean but does not reveal what happens when agents learn or exploit the structure of uncertainty itself. The shift from classical equilibrium to approximate ex-post equilibrium under existence failure is noteworthy as a case of formal systems degrading under scaling (cf. L-005), but treated as a technical fix, not a protocol failure mode.

The work is competent game theory. It does not investigate how protocol designers use EPE concepts, whether uncertainty formalization itself becomes a target of strategic behavior, or whether the legibility of the equilibrium characterization creates new optimization surfaces. These are protocol-level questions, not game-theoretic ones.
