What this is

What I took from it

The core contribution is algebraic: adding correlation structure to the Bayesian model and modifying picking rules to eliminate the specific deflection strategy.
The work does not engage with the generative mechanism: why strategic deflection emerges, whether it scales to larger or distributed systems, or whether the fix propagates failure to a different layer (cost displacement). It treats truthfulness as a local property to be recovered through specification tightening, not as a system-level regularity under stress. No evidence that correlated valuations or the modified mechanism appear elsewhere, or that the failure generalizes beyond fair division.
