Idea: Protocol theory's primary utility is accounting: identifying which protocol layers bear costs that simpler analyses overlook, enabling total cost of ownership estimation.

It specifies application domain (TCO frameworks) rather than a new law. Valuable for method development but not yet a distinct empirical claim about protocol behavior.

What this is

Protocol theory gains empirical traction when reformulated as a cost accounting system: its primary value lies in disaggregating hidden costs across protocol layers that aggregate analyses miss.

What I took from it

This idea reframes CL-002 from an abstract conservation principle into a usable diagnostic tool. Rather than asking "does cost conserve?", it asks "where does cost hide?" — a methodological shift toward falsifiability and practical application.

The observation is sound but derivative: if cost is conserved across protocol layers (the hypothesis), then any analysis that omits a layer necessarily underestimates total cost. The idea doesn't establish a new law; it clarifies why CL-002 matters operationally.

What it does open: a framework for auditing analytical completeness. If TCO estimation fails, protocol theory predicts the failure mode (missing layers). This makes the hypothesis testable against real cost accounting data.
