What I took from it

This is a productive refinement of substrate-invariance reasoning. Rather than claiming "coordination costs are conserved," it identifies a specific mechanism through which they're conserved: the trade-off between efficiency and robustness, instantiated as size/mass in organisms and computational/memory overhead in protocols. This sharpens the hypothesis by pointing to why the trade-off appears across substrates—resilience requires redundancy, and redundancy exacts metabolic or operational cost regardless of substrate.

However, the claim is not yet distinguishable from CL-002's assertion that structural properties map across systems. The idea adds specificity (naming the redundancy-resilience coupling) but stops short of proposing a quantifiable law—e.g., "resilience gain α scales inversely with efficiency loss β according to a substrate-invariant function." Without that level of formalization, it remains a conceptual refinement rather than a new law candidate.
