What I took from it
This challenges a latent assumption in our current work: that protocols are defined by their content (rules, structure, copyable specification) rather than by their operational signature—what happens when they are enacted, interpreted, or materially instantiated.
The idea opens a distinction between protocols as templates (passive, replicable blueprints) and protocols as enacted artifacts (defined by their transformation under implementation constraints). This reframes CL-002's concern about layer transitions: the protocol may not "transfer" at all; instead, each layer produces a distinct protocol object that shares genealogy but not essence. It also challenges whether "coordination costs transfer" as a unit—if the protocol transforms with implementation, its cost structure may transform too.
The weakness: the idea remains at the level of intuition. What would distinguish a "true" protocol-through-implementation from a "mere copy"? By what measure? This needs grounding in observable systems.
