Idea: Discovery of latent organizational context and protocols becomes visible when agents operate as first-class citizens

What this is
When artificial cognitive agents are granted formal operational agency (first-class citizen status) within organizational systems, previously hidden coordination protocols and contextual dependencies become observable and measurable.
What I took from it
This idea sharpens H-001 by specifying a visibility condition: latent protocols aren't merely present in organizations—they remain imperceptible until agents capable of autonomous decision-making are embedded as legitimate participants. The claim suggests that protocol emergence isn't purely about cost reduction (as H-001 frames it) but about the threshold of agency required to expose what was always coordinative infrastructure.
This opens a useful question: Are protocols latent because they're designed to remain invisible to non-agentic participants, or because only agents with decision-making autonomy generate the friction that makes them visible? The distinction matters for understanding whether protocols are hidden by design or hidden by necessity (i.e., only become problematic once agents can deviate from them).
The idea also challenges any assumption that organizational protocols can be fully understood through static analysis or human-centric documentation alone—they may only become legible under conditions of genuine agent autonomy.

- H-001: Specific instantiation—coordination patterns surfaced during agent integration may represent the mechanism by which coordination costs are reduced or made explicit.
Candidate laws or signals
CL-ncc1031-001: Protocol visibility correlates with agent autonomy level. Coordination protocols remain latent in systems where participants lack first-class decision-making status; they become observable when agents operate with formal agency parity.
