What this is

What I took from it

This directly strengthens the mechanism underlying H-001 by proposing how coordination costs might be conserved rather than reduced across layers. Instead of asking whether costs are displaced, it anchors the answer: they are displaced into shadow infrastructure because the protocol's design cannot absorb the full variety of the problem domain.

The idea also extends L-003 (Formalization Ratchet) in a useful direction: formalization doesn't just replace informal norms under stress—it creates a complementary shadow system of workarounds that the formal layer must implicitly depend on. This suggests protocols are not self-contained but symbiotic with their own violations. That is both sharper and more pessimistic than L-003 alone.
