What I took from it

The ocean sensor case is interesting precisely because it appears to solve coordination cost management through architectural decoupling rather than optimization. Sensors and collection vehicles operate under independent schedules; synchronization is minimized to brief handoff windows.

However, this may not be coordination cost conservation (H-001) so much as coordination cost deferral—the cost is moved to the collection layer and absorbed by vehicle scheduling algorithms. The claim risks restating L-003 (Formalization Ratchet) in different language: under sparse communication conditions, informal ad-hoc protocols give way to rigid schema (sensor output format, timestamp, checksum, handoff protocol). The real question H-001 asks—whether total coordination cost across all layers remains constant—remains unanswered here.

The case does usefully sharpen what we mean by "layer transition." It's a practical reminder that protocol costs can be relocated but may not disappear.
