Idea: A protocol that reliably rewards proxy-gaming over goal-achievement cannot escape this outcome regardless of engineering choices

It sharpens the distinction between laws (inescapable) and contingencies (designable), but remains within the explanatory envelope of existing formalization.
What this is
The claim that a protocol whose incentive structure algorithmically favors proxy-optimization over goal-achievement will reliably produce that outcome regardless of subsequent engineering intervention, making this a structural inevitability rather than a solvable design problem.
What I took from it
This is a productive deepening of L-004 rather than a lateral addition. The idea clarifies an important epistemological move: it distinguishes between "we built the wrong metric" (a contingency, solvable by redesign) and "we built a system where the metric structure itself makes proxy-gaming the rational strategy" (a necessity, unsolvable by engineering alone without redesigning the incentive layer).
The contribution is methodological rather than ontological—it provides a test for whether a failure mode is a law-like constraint or a contingent error. If changing the metric, the verification function, or the reward schedule still produces proxy-gaming, you've found a structural constraint; if it stops, you've found a design choice. This sharpens the boundary between L-004 (which describes metric capture dynamics) and engineering problems.
It also gestures toward something not yet in the inventory: the inescapability of certain failure modes given fixed incentive topology—which may warrant a companion hypothesis about whether incentive structures themselves have irreducible complexity classes.

- L-004: Directly illustrates the constraint that a protocol optimizing for a proxy under pressure will reliably capture it; this idea asks when that capture is undoable by engineering.
- L-005: Related: once a protocol is sufficiently optimized around a proxy metric, "safe redesign from scratch" becomes impossible because the system is now functionally adapted to proxy-gaming.
- H-002: Tangent: if protocols accumulate trust based on age rather than correctness, what happens when that aged protocol has an inescapable proxy-gaming structure? Does trust blind the system to structural constraints?
Candidate laws or signals
none
The idea strengthens L-004 by adding a diagnostic criterion (inescapability under engineering variation) rather than proposing a new law. Promote to hypothesis inventory only if we develop testable conditions for detecting "inescapable proxy structures" across independent protocol domains.
